Label 100 air-traffic-control command sentences

Project brief

Need one batch of 100 Hong Kong air-traffic-control command sentences labelled in Excel. For each sentence, identify the values in the command using an agreed example, then assign one dialogue state. The states cover initial/unknown, a correct readback, pilot reporting, waiting for a readback, an incorrect or missing readback, a controller correction, a controller hearback error, and a pilot request awaiting or missing an answer. Please keep the labels consistent across consecutive messages: the state depends on what the controller and pilot have said before, not just a keyword in one line. We will agree a separate, authorized 100-sentence dataset and example before work starts.
